Un paso decisivo para Rajo Inca

Extender la vida útil y darle continuidad operacional a la División Salvador, ubicada en la Región de Atacama, es lo que busca el proyecto Rajo Inca de Codelco, mediante la explotación a rajo abierto de los recursos remanentes del yacimiento principal Indio Muerto, explotado desde 1959 por vía subterránea.

A fines de febrero, el proyecto dio un paso decisivo al obtener la aprobación de su Estudio de Impacto Ambiental (EIA) por la Comisión de Evaluación Ambiental de Atacama.

Dicha votación da luz verde al documento oficial: la Resolución de Calificación Ambiental (RCA) que firmarán las autoridades correspondientes, para certificar que el proyecto Rajo Inca cumple con los requisitos de carácter ambiental contenidos en el D.S. N° 40 Reglamento del Sistema de Evaluación de Impacto Ambiental del Ministerio del Medio Ambiente.

“La excelencia en el desarrollo de nuestros proyectos es uno de los principales objetivos de la transformación que vive la compañía. Estamos muy satisfechos con la agilidad que ha tenido Rajo Inca”, comentó el presidente ejecutivo de Codelco, Octavio Araneda.

Desde Codelco señalan que en 2015 iniciaron los estudios de prefactibilidad de Rajo Inca y en 2021 esperan la entrada en operaciones para acceder a 900 millones de toneladas de mineral, con leyes de cobre promedio de 0,69%. Éstas permitirían aumentar en 30% la producción de la División Salvador respecto de los niveles actuales, pasando de 60 mil a más de 90 mil toneladas de cobre fino anuales.

La evaluación contempló la realización de un proceso de Participación Ambiental Ciudadana Anticipada (PACA); un proceso de Participación Ambiental Ciudadana formal (PAC); la respuesta a observaciones e inquietudes formuladas por la autoridad y la ciudadanía en tres Informes Consolidados de Solicitud de Aclaraciones, Rectificaciones y/o ampliaciones (ICSARA), además de la firma de acuerdos con las tres comunidades indígenas Colla del área de influencia del proyecto, tras un proceso de consulta efectuada “conforme a los principios del Convenio 169 de la OIT”, aseguraron en Codelco.

“Tras la obtención de la RCA, el proyecto debe ser aprobado por el Comité de Proyectos y Financiamiento de Inversiones del directorio de Codelco, etapa que se espera completar en abril de este año y, posteriormente, recomendado por la Comisión Chilena del Cobre (Cochilco), por lo que el inicio de las obras podría estimarse para finales del primer semestre de este año”, sostuvo en un principio la estatal mediante un comunicado. Cronograma que tras el avance de la emergencia sanitaria provocada por el covid-19, podría cambiar.

Un proyecto relevante Que el proyecto Rajo Inca se lleve a cabo resulta crucial para Codelco, dicen desde la compañía. Las razones son claras. Las actuales faenas de El Salvador sólo tienen recursos para continuar produciendo de forma subterránea hasta 2021, por lo que su inminente agotamiento implicaría el cierre de la división.

Por otra parte, según estimaciones, Rajo Inca creará 1.800 puestos de trabajo en su fase de mayor demanda, con prioridad para los habitantes de Atacama, generando así un proceso de encadenamiento productivo para la contratación de servicios.

En tanto, las principales obras y actividades del proyecto corresponden al desarrollo de un nuevo rajo, dos nuevos botaderos de estériles y uno de ripios, mejoramientos en las plantas procesadoras de la División Salvador, transporte de relaves y aumento de la capacidad del depósito de relaves Pampa Austral, además de la instalación de una planta de osmosis inversa y la habilitación de un relleno sanitario.

También contempla la construcción de infraestructura de apoyo, como talleres de camiones y un paso sobre la ruta C13, entre otras. El proyecto, a su vez, considera el transporte de concentrados y cátodos hacia el Puerto Barquito y/o a la Fundición Potrerillos.

Para Sergio Gaete, gerente del Proyecto Rajo Inca, esta iniciativa minera es trascendental, ya que en Salvador se vivirá el proceso inverso de Chuqui. “Pasaremos del método de extracción subterráneo a rajo abierto y, al igual que en Chuqui Subte, lo haremos con elevados estándares mineros”, señaló el ejecutivo.

La aprobación de este proyecto por parte de la Comisión de Evaluación Ambiental de Atacama también fue valorada por el ministro de Minería, Baldo Prokurica. “Es una gran noticia para la Región de Atacama y para Chile, porque estamos hablando de un proyecto minero, que va a transformar a Salvador en una división importante de Codelco, la cual podrá aumentar la producción considerablemente”, dijo la autoridad ministerial.
