Seremi de minería asegura que anticipos del Pamma se entregarán el miércoles
El representante ministerial admitió que hay un retraso en la distribución de los recursos, pero se desligó de la responsabilidad, pues mencionó que el gestor y ente ejecutor es Enami.
(Por Frenny Kelly Granado). A la inquietud de los pequeños mineros y
pirquineros de la Región de Atacama sobre la fecha de entrega de los fondos del
Programa de Capacitación y Transferencia Tecnológica (Pamma), el Secretario Regional Ministerial
(Seremi) de Minería, Cristian Alvayai Rojas, dijo que será este miércoles.
Tras disculpase por el mal entendido que causó la deficiente comunicación en su
oficina cuando se intentó consultarle sobre la demora en la adjudicación de los
627 millones de pesos que fueron aprobados para los beneficiados de Atacama el
11 de septiembre, aseguró que la distribución finalmente se realizará la
próxima semana.
No obstante, dijo que aún no está definido el sitio, pero que -antes de llegada
la fecha- se habrá difundido la información para que los 110 favorecidos sepan
dónde recibirán los recursos para que puedan desarrollar sus proyectos
individuales y asociativos.
Esta primera entrega no corresponde al monto total que fue destinado para
Atacama, sino a 112 millones de pesos que servirán como “anticipo para los
proyectos de avance de labores y de reparación de maquinaria”.
Según informó el seremi, los fondos estarán distribuidos entre 94 productores
mineros que postularon para el Pamma de forma individual, y los 16 asociativos
que forman parte de las 26 sociedades y sindicatos de la región.
“Con esto esperamos generar un impulso real hacia la producción de los pequeños
mineros de la región”, comentó Alvayai, al tiempo que exhortó a los adjudicados
a que estén atentos para que puedan asistir a la repartición del dinero que
deberán usar en labores de avance en metros o adquisición de equipos mediante
la Empresa Nacional de Minería (Enami) o reparación de maquinarias.
Sobre las aseveraciones de los pequeños mineros que este jueves denunciaron la
demora de la entrega, aclaró que desde hace un tiempo Pamma cumple una
calendarización estructurada por el Ministerio de Minería y su ente ejecutor,
en este caso Enami, que corresponde a un proceso de postulación que inicia en
mayo y que -este 2019- se extendió hasta junio.
Aun así, admitió que hay una demora en el proceso de transferencia de los
fondos, tomando en cuenta que desde el 11 de septiembre fueron aprobados y
hasta la fecha van 20 días hábiles de retraso, lo que sin duda alguna inquietó
a los pirquineros y representantes de la pequeña minería.
“Las postulaciones no han cambiado significativamente, lo que podemos decir es
que sí ha habido un `delay´ en el tiempo asociado a las ampliaciones de los
plazos que le hemos dado a los productores para poder incluir un mayor número
de beneficiarios en los programas, y eso también ha sido parte de lo que hemos
identificado como responsable de la demora (…) trabajamos para acortar los
pazos en futuros proyectos”, comentó el seremi.
Respecto a los motivos por los cuales no se hizo efectiva la distribución de
los recursos durante los últimos 20 días hábiles, justificó que la gestión de
todos los procesos Pamma le corresponden a Enami y, por consiguiente, no es
responsabilidad directa de la Seremi.
En ese sentido fue consultada el equipo de la compañía para conocer los
detalles de esta situación, a lo que se respondió mediante un comunicado en el
que también aclararon que la fecha de postulación original a los fondos se vio
aplazada debido a la solicitud de los productores mineros interesados.
Esta petición, a la que se accedió; “consecuentemente modificó la programación de trabajo establecida para la revisión de documentación y adjudicación respectiva”.
Desde la empresa se informó además que hasta la fecha se trabaja en tomar contacto con productores mineros de todo el país a fin de subsanar información y documentación entregada erróneamente durante el proceso.
En la Región de
Atacama “esperamos la adjudicación a fin de que los productores de menor escala
puedan financiar proyectos para fomentar el desarrollo colaborativo de los
mineros y generar economías de escala a través del uso de maquinarias y
equipamientos comunes, dependiendo del caso”.

Las personas que van a recibir los recursos Pamma ya saben quiénes son, Alvayai
dijo que desde la Seremi se hizo una publicación para que los seleccionados
manejaran la información respecto a las solicitudes que le fueron aprobadas.
Es por ello que Guido Oliva, vicepresidente de la Asociación Minera de Chañaral,
sabe que de todos los insumos que solicitó en asociación, le llegaron barras y
aceites, pero no los explosivos que -según denunció- alcanzan los 25 millones
de pesos.
Sin embargo, el seremi enfatizó que a él se le había explicado previamente que
a nivel nacional no se hizo efectiva la entrega de explosivos para ninguno de
los beneficiarios de Pamma 2019; “no es algo puntual con algún pirquinero o
sindicato, es a nivel de país”.
De igual manera, para aclarar las dudas de los pequeños mineros, sostuvo una
reunión con uno de sus representantes este viernes en la tarde en la cual
refrescó la retroalimentación que -según dijo- ya se “les había a todos los que
postularon para los fondos Pamma 2019”.
