«Impuesto a la riqueza» incluido: Hacienda delinea diseño de reforma tributaria y cuánto recaudaría cada uno de sus ítems
«Las cosas importantes del programa del Gobierno requieren del financiamiento de la reforma tributaria», subrayó el ministro de Hacienda, Mario Marcel, en una entrevista a El Mercurio publicada este domingo, en la que delineó el diseño del proyecto en el que trabaja el Ejecutivo y explicitó cuánto se planea recaudar en cada uno de sus ítems, con un «impuesto a la riqueza» incluido.
La ambiciosa meta del Gobierno es que con su reforma tributaria la recaudación fiscal aumente en 5% del PIB, ante la necesidad de captar más recursos para poder financiar su agenda en medio de un escenario de alta estrechez fiscal y pobres pronósticos de crecimiento económico. Por eso, para la administración de Gabriel Boric sacar adelante la reforma es clave.
El Ejecutivo pretende ingresar su proyecto de reforma tributaria en junio, luego de un proceso de diálogos sociales que está desarrollando a fin de sentar ciertos principios que debiese tener el sistema tributario en el futuro. Sin embargo, ya existiría claridad respecto de hacia dónde se apuntaría para aumentar la recaudación, y sobre las estimaciones al respecto.
En la entrevista, Marcel detalló que dentro del aumento en recaudación que se pretende del 5% del PIB, «más o menos un 0,7% se obtendrá vía reducción de franquicias y exenciones tributarias, lo que ya está legislado como financiamiento de la PGU (Pensión Garantizada Universal) y comenzará a recaudar el próximo año». «Con eso nos queda poco más de 4% del PIB, de los cuales 1,2% debería provenir de la reducción de la evasión y de la elusión tributaria. Luego, el royalty a la minería debería recaudar entre 0,5% y 0,75% del PIB, y los impuestos a las personas, más o menos otro 1,5% del PIB», expuso.
Mientras que, de la última tajada, «un 1% provendrá del impuesto a la renta personal y el 0,5% restante, del impuesto a la riqueza», sostuvo. Respecto a eso último, el titular de Hacienda recalcó que «el enunciado ya no es el de un impuesto a los súper ricos. Nosotros hablamos de un impuesto a la riqueza. Nuestra estimación es que este recaudará alrededor de 0,5% del PIB». Dicho gravamen, explicó, que «abarca el patrimonio inmobiliario y financiero, así como las herencias y donaciones entre personas». Por último, expuso que la «técnica legislativa» respecto a cómo se tramitará la reforma «se verá más adelante», agregando que «en este momento estamos en dos cosas: en el proceso de consulta ciudadana y, por otro lado, trabajando en el diseño más técnico de la reforma».
«Esas dos cosas están relacionadas y cuando se presente al Congreso, la reforma va a ir enmarcada dentro de los principios del sistema tributario que se quiere extraer de esta consulta ciudadana y con un diseño que simplificará los costos de cumplimiento por parte de los contribuyentes», cerró
