Gremios y programas público-privados realizan acciones interregionales para mejorar la fruticultura
Los gremios de productores y los programas públicos – privados de las regiones de Atacama, Coquimbo y Valparaíso se han unido para abordar las problemáticas en común que los afectan, para así fortalecer la producción frutícola nacional.
Es de vital importancia considerar que todo esfuerzo por el futuro de la fruticultura de la zona centro-norte de Chile debe ir en dirección de la sustentabilidad del sector, abordando los aspectos sociales, humanos, ambientales y económicos. Las alianzas y la colaboración entre los actores públicos, privados y de la academia, son fundamentales, ya que permitirá mejorar la competitividad del sector frutícola y las exigencias de los consumidores locales e internacionales. Los gremios de productores y los programas públicos – privados desarrollados para fortalecer la producción frutícola en Atacama, Coquimbo y Valparaíso se han unido para abordar los problemas que los afectan, como son la mano de obra, la eficiencia hídrica y la certificación Systems Approach en uva de mesa.
Así afirma Mario Holvoet Castillo, presidente de la Asociación de Productores y Exportadores Agrícolas del Valle de Copiapó (APECO) “nuestra idea en este último tiempo ha sido unir a los gremios de la macrozona norte, porque tenemos problemas comunes que resolver y muchos desafíos productivos”.
Al respecto, se refirió sobre la importancia de esta alianza, José Corral Macias, Vicepresidente de la Sociedad Agrícola del Norte (SANAG) “Más que una alianza, es compartir estos intereses que son bastante transversales entre asociaciones gremiales, es la forma de poder tratar de desarrollar a nivel de políticas públicas y Estado lo que necesita el agro”. Además, agregó “los ejes más importantes son la sustentabilidad en temas de agua, la responsabilidad medioambiental con las comunidades y principalmente los desafíos que se vienen a nuestra industria que es alimentar al mundo en los próximos 20 años”.
Así mismo, Víctor Catán Dabike, miembro de la Asociación de Agricultores de Aconcagua y presidente del Programa Estratégico Regional Fruticultura Sustentable de la región de Valparaíso (PERFRUTS) expresó “como gremio buscamos ser escuchados y poner nuestras problemáticas sobre la mesa, obviamente priorizando aquellas que causan mayor impacto y también ser capaces de proponer soluciones, junto con esto, ser parte del desarrollo e implementación de políticas púbicas. Muchas veces en el pasado se desarrollaron políticas públicas entre 4 paredes sin conocer la realidad del campo, y esto, lleva a que las políticas teniendo buenas intenciones, fracasen”.
Por su parte, el secretario regional ministerial de Agricultura de Atacama, Patricio Araya Vargas, señaló que “desde el inicio de nuestro Gobierno, hemos trabajado colaborativamente con el sector privado de forma tal que la mayoría de sus problemáticas fueran solucionadas por los instrumentos que poseen los diferentes servicios dependientes de nuestra cartera, diseñando programas acordes a las necesidades de los gremios”.
Según los resultados del Catastro Frutícola 2021 del Centro de Información de Recursos Naturales (CIREN), las superficies destinadas para fruticultura en la región de Atacama alcanzan a las 8.210 hectáreas, en Coquimbo existen 27.125 hectáreas y en Valparaíso 52.838 hectáreas. La fruticultura en estas regiones tiene elevados requerimientos de mano de obra, que además están muy concentrados en torno a la temporada de cosecha. Los trabajadores temporales y permanentes alcanzan anualmente las 140.000 personas.
Más del 50% de la producción de uva de mesa de estas tres regiones es exportada al mercado de Estados Unidos, es decir, más de 20 millones de cajas, participando casi 2 mil productores. Esta actividad también posiciona a las regiones y al país como una fuente de alimento saludable e inocuo para Chile y el mundo.
Exportar uva de mesa a Estados Unidos bajo el protocolo Systems Approach se ha planteado como un objetivo central para mantener la competitividad de la producción de la uva de mesa. Las últimas temporadas han sido en general de malos resultados, sumado a los problemas climáticos, mayor competencia con uva de otros países y al hecho de fumigar la uva con bromuro de metilo en destino que afecta la calidad y condición de la fruta, generando con ello una importante baja en su precio de venta, lo que hace nuestra fruta menos competitiva que otros productos de similares características provenientes de otros países. Por lo anterior, se han realizado acciones público-privadas para mejorar su competitividad, en la actualidad destaca, el Programa Territorial Integrado (PTI) de uva de mesa de los valles de Atacama de CORFO, revalorización de variedades tradicionales de uva de mesa en la región Coquimbo y búsqueda e implementación de nuevas variedades en la región de Valparaíso apoyado por CORFO “en la región de Atacama continuamos impulsando el PTI uva de mesa, ya que es una iniciativa público-privada que articula a los actores de esta industria con el fin de mejorar su competitividad en el mercado. Actualmente, alcanzar el protocolo Systems Approach con Estados Unidos, es uno de los principales desafíos. Hemos propiciado espacios de articulación con otras regiones y gremios frutícolas para avanzar de manera coordinada.”
Por su parte, el Programa Estratégico Regional Fruticultura Sustentable de la región de Valparaíso (PERFRUTS) con sus variadas actividades e iniciativas enfocadas a la sustentabilidad, buscando cumplir este protocolo que permitirá reducir el uso de productos químicos y con ello lo hará más sustentable desde el punto de vista ambiental e inocuo y mejorará la condición en destino optando a precios de venta superiores a los actualmente logrados.
En las regiones de Atacama, Coquimbo y Valparaíso el régimen de precipitación ha variado, las lluvias han disminuido en los inviernos de la zona central, se han hecho más frecuentes los aluviones, la acumulación de nieve a lo largo de la cordillera ha bajado, la relación de agua superficial y subterránea se ha interrumpido, exponiendo el cambio climático en toda la zona, que si no hay cambio a nivel global tenderán a mantenerse o crecer. En la situación planteada la fruticultura requiere aumentar la eficiencia de riego, a través de la inversión en equipos, sistemas de control, transferencia de tecnológica para aumentar la captura e interpretación de la información generada por estos equipos y su aplicación para definir y optimizar el agua que se debe aplicar para cumplir con la demanda exigida por las plantas para expresar todo su potencial productivo.
El trabajo conjunto de los gremios y programas público-privados de las tres regiones permite compartir conocimiento y experiencias, articular y coordinar acciones de transferencia de conocimiento a los productores, generar acciones conjuntas para obtener certificaciones que releven la producción, buscando generar una fruticultura sustentable en un escenario de alta fragilidad a la que se enfrenta el sector productivo, en especial el pequeño y mediano productor.
