Directivos de la Defensoría de Atacama se reunieron con el nuevo director regional de Gendarmería

El Defensor Regional de Atacama, Raúl Palma Olivares, y la jefa regional de Estudios de la Defensoría, Violeta Villalobos Utreras, se reunieron con el nuevo director regional de Gendarmería, coronel Álvaro Millanao Valenzuela, quien asumió el cargo el pasado 1° de julio. 

Durante el encuentro los directivos de ambas instituciones sostuvieron una franca y abierta conversación sobre las funciones y roles que cada servicio cumple a nivel regional.

Al inicio el Defensor Regional felicitó a Millanao por su nombramiento y le deseó éxito en su gestión, junto con destacar la buena relación que existe entre los actores regionales del sistema de justicia penal. En ese contexto, ambos acordaron apoyarse en las gestiones comunes que ambas instituciones realizan.

“Somos una zona atrasada en materia penitenciaria. Por ejemplo, el penal de Copiapó tiene una capacidad de diseño para 250 personas, aunque su población penal actual alcanza a 500 internos. La situación de las y los internos, viviendo con este nivel de hacinamiento, no se condice con los estándares mínimos en materia penitenciara establecidos por el derecho internacional de derechos humanos”, explicó Palma Olivares.

El director regional de Gendarmería enfatizó la importancia que tendrá en su gestión “la habitabilidad de los recintos penitenciarios de la región. Me interesa entregar la dignidad que los internos se merecen y, por otro lado, acercar más a la Defensoría a nuestros mandos, trabajar en conjunto a favor de las personas privadas de libertad”.

Como parte del diálogo, el Defensor Regional informó al jefe penitenciario las características del “Sistema de registro, comunicación y atención integral a víctimas de violencia institucional carcelaria’ (Sircaivi), cuyo objetivo es fortalecer el acceso a la justicia de las personas privadas de libertad que hayan sufrido agresiones, apremios ilegítimos, vulneraciones o tortura de los agentes del Estado que los custodian.

“Se trata de una defensa más integral, que va a requerir mucha convicción profesional y colaboración interinstitucional, ya que se busca enfrentar lo que hasta el momento había sido invisibilizado, por lo que creo fundamental reunirnos para tratar este tema en profundidad, para que no se rompan nuestras confianzas”, sostuvo Palma Olivares.

Al finalizar la jornada, los directivos de ambas instituciones reafirmaron su compromiso de trabajar en pro de una función penitenciaria eficiente, que contribuya a fortalecer la reinserción social de la población penal.
