Delegado Loyola inicia equipo multisectorial para ejecutar plan de normalización 4 Palomas

El asentamiento irregular del sector 4 Palomas y El Morro inició el año 2009 producto de la instalación de un conjunto de feriantes sobre una vasta extensión de la comuna de Vallenar en el sector 4 Palomas con habitantes que a la fecha esperan una definición concreta y real a su situación habitacional.

Con el paso de los años se ha ido convirtiendo en una problemática que urge solucionar, según señaló el Delegado Rodrigo Loyola, que comprende desde su visión profesional como arquitecto que “se trata de un desafío de marca mayor pero también de una oportunidad de hacer ciudad de cara al futuro, una ciudad centrada en la persona humana y tenemos que trabajar pensando no solo en normalizar sino que en mejorar la comuna de Vallenar pensando en el desarrollo de sus próximos cien años y sin miradas cortoplacistas que pueden ser letales para el diseño de las ciudades”.

Existen vuelos de dron del año 2020 solicitados por la Administración Comunal Tapia y distintas organizaciones que tras un arduo empuje permitieron un plan de normalización 4 Palomas que se mantiene sin ejecución concreta puesto que conforme informó el propio delegado, se dictó en los últimos días del Gobierno de Piñera, específicamente el 9 de marzo de 2022, pero lamentablemente el

Instrumento se dictó sin que haya sido establecido su financiamiento en la ley de presupuestos respectiva, por lo que tenemos que recurrir al Gobierno Regional sino a otras instancias para dotar de recursos a esta tarea.

A la Convocatoria efectuada por el representante del presidente Boric en la Provincia concurrieron el Gobernador Regional Miguel Vargas, que comprometió recursos para las tareas respectivas, el diputado y ex alcalde de Vallenar Cristian Tapia, la Seremi de Bienes Nacionales Mónica Marín, y el alcalde (S) Cesar Zarricueta.

Patricia Vásquez, presidenta de uno de lis Comités habitacionales y que ya se reunió anteriormente con la Ministra de Bienes Nacionales valoró durante la asamblea que “por primera vez un Gobierno logra reunir a todas las autoridades con todos los dirigentes de 4 palomas para iniciar un trabajo concreto”.

Por su parte el representante de la Unión Comunal de JJVV rurales, Roberto Calderón Gómez expresó su jubilo porque el Estado reconoció a través de lo que informó la Seremi Marín, la efectiva propiedad sobre el sector lo que genera la posibilidad de establecer mecanismos legales para su normalización.

La primera directora de la JJVV Nuevo Amanecer, del sector 4 palomas expresó que “esta reunión la venían solicitado hace largo tiempo y por fin hay una respuesta clara de las autoridades porque antes la respuesta era nula” y expresó su satisfacción por esta mesa de trabajo inédita y con todos los involucrados.

Es importante destacar que el Delegado Loyola estableció reuniones trimestrales y coordinar a los organismos gubernamentales a fin de trabajar en conjunto con el Municipio de Vallenar en un Censo focal de caracterización de ocupantes y por su parte la Seremi de Bienes Bacionales anunció para los próximos meses una fuerte fiscalización para evitar la proliferación de tomas siendo el registro del vuelo de dron el insumo que radicó el catastro de suelo fiscal con asentamientos al 2020, por lo que existirá desalojos a quienes se instalaron en el inmueble en una fecha posterior.
