Subsecretario de Previsión Social, Pedro Pizarro Cañas en Atacama: “La generación de empleo depende directamente del grado de resguardo que mantengamos en medio de la pandemia”

Pedro Pizarro Cañas, Subsecretario de Previsión Social, visitó la región de Atacama, donde realizó una gira de tres días. En su recorrido por la zona, que lo llevó por las comunas de Copiapó, Vallenar, y Caldera, se reunió con beneficiarios de los distintos subsidios previsionales de su cartera, conversó con los adultos mayores de la región, visitó a alumnos de cursos de capacitación SENCE, y dialogó con dirigentes vecinales. Luego de cumplir una intensa agenda, sostuvo entrevista con Diario Chañarcillo, donde se refirió a su visita a Atacama, valoró la extensión del IFE Laboral, habló sobre los desafíos que tiene el país a futuro en materia previsional, e hizo un llamado a las personas a mantener los resguardos sanitarios en medio de la pandemia, los cuales, argumenta, incidirán directamente en la plena recuperación de los empleos perdidos en el país durante la emergencia.                                                                                                                                                                                              P: ¿Cuál fue el propósito de su visita a Atacama y el mensaje que usted busca entregar a la comunidad en su gira por la región?                                                                                                                  R: “Estamos terminando el tercer día de gira, estuvimos recorriendo las comunas de Copiapó, Vallenar y Caldera, el objetivo central que se tiene siempre, conforme al sello que hemos tratado de tener, es estar en terreno todo el tiempo, a lo menos semana por medio en alguna región del país, para transmitir lo que estamos haciendo. Muchas veces uno puede lograr beneficios para las personas, tramitar leyes, pero si esto no llega a quien está destinado, todo ese trabajo queda inconcluso, por lo que se tiene que lograr hacer, que los beneficios lleguen a cada persona”.                “Hemos estado comentando el tema del IFE Laboral, del aguinaldo de navidad que se empezó a pagar ahora, hemos estado tratando el beneficio de la Ley Corta que mejoró el Pilar Solidario el año 2019, hemos estado entregando el Bono Bodas de Oro, comentando la Ley de Retorno Seguro al Trabajo, y todas las medidas que como Gobierno hemos tomado durante la pandemia, la cual sabemos no ha sido fácil para nadie, sobre todo para las familias más vulnerables que vieron afectados los empleos, sus ingresos, pero ya nos estamos poniendo de pie, estamos en proceso de vacunación que nos tiene como líderes a nivel mundial con lo que es la dosis de refuerzo, estamos pudiendo retomar todas las actividades que habíamos dejado de hacer, perdimos 2 millones de empleos durante la pandemia, y estamos rápidamente recuperándolos, llevamos cerca de 1 millón 500 mil empleos recuperados, pero tenemos trabajo por delante, y esa es la importancia del IFE Laboral, y de la Ley de Retorno Seguro, por ejemplo,  que permiten ir volviendo a trabajar con tranquilidad y con un subsidio estatal que ya el Presidente ha prorrogado hasta el mes de marzo del próximo año”.

P: Precisamente, hablando de la extensión del IFE Laboral ¿Cómo ha incidido este subsidio en el nuevo empleo, en la recuperación de los puestos de trabajo perdidos en pandemia y cuáles son las expectativas que se tienen? 

R: “El IFE Laboral es una gran herramienta, por eso que la noticia que nos dio el Presidente hace algunos días, de extenderlo hasta el mes de marzo, es muy buena, porque tenemos que seguir recuperando puestos de trabajo que se destruyeron durante la pandemia, y tener un subsidio directo, que el trabajador solicita en la página de SENCE, con sus datos, con su contrato, que no requiere pasar por el empleador, y con eso poder recibir, 200 mil o 250 mil pesos en el caso de los jóvenes, los adultos mayores y las mujeres, como complemento a la renta, es una noticia muy positiva, se están generando puestos de trabajo, acá en la región hay plazas laborales en la agricultura, el turismo, el rubro gastronómico, y para incentivar que estos puestos de trabajo se puedan tomar, está este beneficio que se extiende hasta el mes de marzo, porque la mejor ayuda que le vamos a dejar a las familias, es que queden con un puesto de trabajo, con un ingreso permanente, con cotizaciones, con un empleo formal, ese es el mejor subsidio que vamos a poder generar, y es el esfuerzo que estamos haciendo ahora, ya que las condiciones sanitarias lo permiten, de poder retomar esos puestos de trabajo, y con eso, hacer la ayuda permanente que las familias necesitan todos los meses”.

P: En materia previsional, a su juicio, ¿Cuáles son los principales desafíos que enfrenta el país a futuro?                                                                                                                                                                   R: “En esta materia, como desafío, en primer lugar, lo sabemos, que tenemos pensiones bajas, eso es algo que no lo va a discutir nadie, de hecho, ya llevamos dos comisiones, proyectos de ley en distintos gobiernos, pero para el pensionado que nos está leyendo, claramente, la solución para él va cuando en la liquidación de su pensión aparezca un monto mayor que el que tiene, y nosotros logramos durante nuestro Gobierno, aumentar el Pilar Solidario, logramos partir con una pensión básica solidaria de aproximadamente 104 mil pesos, y la vamos a entregar con una de cerca de 170 mil pesos. Queremos que siga subiendo, pero claramente ha sido una de las alzas más importantes desde que se creo el pilar solidario el año 2008. Esperamos que el próximo gobierno pueda seguir por la senda de incrementar el Pilar Solidario, ya sea en monto o cobertura, y por otro lado, nuestra reforma de pensiones, logramos que se aprobara en la Cámara de Diputados, con acuerdos, que es la única forma de construir el sistema previsional, de manera que se aporte estabilidad, y en el Senado tuvimos una discusión en la cual la reforma ha estado entrampada hasta el día de hoy, y por eso que tenemos otra ley corta en tramitación que nos permite ir ampliando el Pilar Solidario, y generar lo que es el seguro de lagunas para hacernos cargo de una de las causas por las cuales tenemos pensiones bajas en Chile. El desafío es permanente, siempre, a medida que la sociedad evoluciona y que la realidad laboral, de expectativas de vida y de formalidad e informalidad, va cambiando, genera un desafío al sistema previsional, el cual siempre se tiene que estar revisando, ajustando y mejorando, y lo que no hemos podido hacer durante muchos años es ponernos de acuerdo, para lograr ese cambio previsional que tanto necesitamos”.

P: Finalmente, ¿Qué mensaje entregaría usted a la ciudadanía respecto de la situación sanitaria?                                                                 R: “Es importante destacar que hemos avanzado bien con el tema de la pandemia,  y con la vacunación, pero no nos relajemos, porque si lo hacemos y no nos colocamos la dosis de refuerzo, si dejamos de tomar las medidas de seguridad pertinentes , podemos perder lo avanzado, y perderlo puede ser muy doloroso respecto a los empleos y otros aspectos, mientras mayores seguridades y certezas tengamos en el tema sanitario y en otros aspectos podamos ir teniendo, va a ser mayor la generación de empleo y la estabilidad que le vamos a poder dar a las familias luego de un período que ha sido muy inestable debido a la crisis sanitaria”.
