Conversatorio organizado por Macrozonanorte: Minería Sustentable como eje del nuevo Chile en seminario online
Con relevantes invitados de la minería nacional e internacional se desarrolló el encuentro donde se abordó el rol que debe jugar la minería en el futuro del país. En la oportunidad, el presidente de CORPROA, Daniel Llorente se refirió a la importancia de contar con una industria preocupada de aportar valor a sus encadenamientos productivos.
En Chile distintos sectores buscan participar decididamente en el debate constitucional, aportando diferentes puntos de vista a la discusión nacional. Este es el caso de la industria minera quienes, junto a La Tercera, desarrollaron el seminario online “Minería Sustentable: Nuestro compromiso para el nuevo Chile”, que se transmitió la semana pasada y contó con la participación de destacados invitados, entre ellos representantes de los gremios industriales de la macrozona norte.
En este escenario de profundos cambios sociales, y cuando debemos hacernos cargo como planeta de la creciente amenaza del calentamiento global; la sustentabilidad ambiental, la conexión con las comunidades y el desarrollo regional, entre otras, se alzan como aristas críticas de las cuáles se espera una participación decidida, relevante y consciente de la minería, una industria que es parte de la historia de Chile y que aporta un 15% directo del Producto Interno Bruto nacional y más del 50% del PIB, si consideramos las regiones de la macrozona norte.
Durante dos horas los expositores tuvieron la oportunidad de plantear sus propuestas y/o experiencias, para contribuir en la tarea de hacer de la minería una actividad productiva más innovadora, inclusiva y que sea capaz de dar respuesta a los tres pilares de la sustentabilidad: crecimiento económico, cuidado del medio ambiente y desarrollo social.
EL HÁBITAT MINERO DE LAS
REGIONES PRODUCTIVAS
La minería va mucho más allá de un rajo o los túneles de una mina subterránea. La minería también son puertos, educación, más y mejores servicios, proveedores y encadenamientos. Esta fue la temática principal tratada en el módulo “Macrozona Norte: Descentralización y Ecosistema Minero”.
El presidente de la Corporación para el Desarrollo de la Región de Atacama (CORPROA), Daniel Llorente, mencionó que la industria minera regional debe comprometerse con una mayor colaboración con el entorno, donde se incluya y considera la voz de “nuestras comunidades vecinas, incorporando con mucha más fuerza a los pueblos originarios y reduciendo la pobreza en nuestras regiones”.
Por su parte. el gerente general de la Asociación de Industriales de Iquique y El Tamarugal (AII), Marcos Gómez recordó que el 11% de la minería del cobre nacional tiene lugar actualmente en la Región de Tarapacá y que esperan crecer en este sentido. “La minería representa en torno a un 40% del PIB de la Región y yo creo que va a ser mucho más, cuando el proyecto en desarrollo QB2 de la Minera Teck, esté operativo”, expuso.
En representación de la Región de Coquimbo, Jorge Contador, director de la Corporación Regional para el Desarrollo Regional de Coquimbo (CIDERE), enfatizó que desde cuidar la competitividad de la industria, pero que también es necesario “fortalecer la cadena de proveedores locales, potenciar el empleo y la capacitación a nivel regional, así como asegurar la competitividad de la mediana minería, segmento clave en Coquimbo”.
Por su parte, Fernando Cortez, gerente general de la Asociación de Industriales de Antofagasta (AIA) puso como ejemplo a su región. “En términos agregados, a nuestro juicio, esta experiencia de tres décadas demuestra que la industria minera puede inducir un proceso de crecimiento económico de la mano de un crecimiento social muy interesante y virtuoso”. Explicó la importancia de continuar apostando por la incorporación de tecnologías que aporten a la lucha contra el cambio climático y en la construcción de una minería más limpia, que utilice aguas desaladas y tecnologías verdes, aspectos donde la región Antofagasta ya está liderando.
Como invitada especial a este seminario, se contó con la participación de Aurora Williams, gerenta de la Corporación Clúster Minero de Antofagasta y ex ministra de Minería, quien expuso que “las regiones requieren un modelo de desarrollo territorial con pertinencia y toma de decisiones desde los territorios”. Recordó que la minería no impide el desarrollo de otras actividades, sino que es complementaria con ellas. «En esta Macrozona Norte la minería coexiste con otros sectores productivos como el turismo, emprendimientos agrícolas, particularmente en la Región de Atacama y Coquimbo, y áreas de servicio”.

MEDIO AMBIENTE
El módulo “Minería Sustentable y Medio Ambiente: Propuesta de Desarrollo y Futuro” fue abierto por Jorge Pedrals, presidente de la Comisión de Política Minera del Instituto de Ingenieros de Minas de Chile, quién dio cuenta del documento “Principales Aportes y Desafíos de la Minería en Chile”, que será entregado a la Convención Constitucional, como material de discusión y análisis.
Pedrals recordó que si Chile quiere ser un aporte real al combate del cambio climático, el cobre es un aliado poderoso, pero se requiere ser más competitivos. “Chile llegó a liderar el 38% de la producción de cobre mundial, pero que hoy aporta un 27%. ¿Con quienes competimos hoy? Con la República del Congo, con Zaire, con Perú, con Kazajistán, algunos de esos países tienen leyes de cobre en sus yacimientos de hasta 10 veces las leyes de las minas en Chile. Para volver a crecer, no solo se necesita certeza jurídica y estabilidad en las reglas del juego, que son esenciales, sino que también se requieren otros cambios, para así acercarnos a lo que son los países que de verdad son potencias mundiales en minería”, advirtió.
En tanto, María Cristina Güell, coordinadora de la Política Nacional Minera 2050 (PNM 2050) en el Ministerio de Minería, comenzó su presentación abordando la crisis climática global y las oportunidades que tiene la minería chilena en la transición hacia energías más limpias.
Güell explicó que para la PNM 2050 se trabajó durante dos años y se consideró la participación de más de 3.500 personas. “El resultado es una hoja de ruta clara con metas a corto, mediano y largo plazo. Y tenemos un sistema de gobernanza que no solo va a ir haciendo seguimiento al proceso y las metas propuestas, sino que se va a ir actualizando cada cinco años”, explicó.
Por su parte Glenn Nolan, VP de Government Affairs, Noront Resources (Canadá), ex presidente de la PDAC (Prospectors & Developers Association of Canada) y ex jefe de la Primera Nación Missanabie Cree, dio testimonio sobre la realidad canadiense, donde las comunidades indígenas están protegidas por la Constitución. Explicó que la relación entre el pueblo indígena, Canadá y los proyectos mineros es una mezcla entre apoyo y oposición: “Hay muchos ejemplos de comunidades que se han beneficiado del proyecto que está en su territorio, y han obtenido trabajos y oportunidades para hacer negocios con esas empresas”.
NUEVOS PROFESIONALES
PARA LA MINERÍA
En los nuevos desafíos de la industria minera, está también contar con un capital humano con capacidades distintas, donde no solo se privilegie sus aptitudes técnicas, sino también una mirada más diversa e inclusiva. Las tecnologías de la era 4.0 -ya presentes en la minería-, emergen como una oportunidad para mejorar los índices de productividad y eficiencia, haciendo foco particularmente en seguridad laboral, pero también se generan nuevos espacios, facilitando la incorporación de la mujer.
En el panel “Nuevos profesionales para un entorno en transformación”, Paola Huenumán, de la Red de Ingenieras de Minas de Chile, recordó junto a sus invitadas que “Chile a pesar de ser un país minero, hasta el año 1996 existía una restricción en el Código del Trabajo que impedía que las mujeres desempeñaran trabajos dentro de las minas”. 25 años después la participación de la mujer en el sector aún es baja. “Confiamos en los esfuerzos que están haciendo las empresas mineras, sus proveedores y en el impulso que entrega la Política Nacional Minera 2050, cuya meta es alcanzar el 35% de dotación femenina al año 2050”, concluyó la representante de RIM.
En el tema de capacitación y perfeccionamiento, Verónica Fincheira, gerenta del Consejo de Competencias Mineras (CCM-Eleva) y representante de Compromiso Minero, comentó que se requiere de una transformación laboral completa y nuevas capacidades de los profesionales. En ese sentido, recordó que las empresas mineras ya han avanzado bastante en esta materia “la gran mayoría de las empresas mineras (76%) apuestan por capacitar a los trabajadores en vez de contratarlos ya contando con las competencias requeridas”.
Sobre lo mismo, Claudia Orellana, presidenta de Fesam (Federación de Sindicato de Antofagasta Minerals), cree que aún falta camino por recorrer en esta materia. Describió que “las empresas están tratando de cumplir un número, que a veces ocurre de forma adversa a la mujer, pues las están poniendo en puestos sin las competencias suficientes. Creemos por eso que las empresas deben pensar en capacitar a las personas que ya tienen dentro, en vez de esperar que vengan con esos conocimientos. Pero también se requiere de completo cambio cultural, algo que ya está más integrado en las nuevas generaciones. No es posible que en entrevistas de trabajo se pregunte solo a las mujeres si cuentan con una red de apoyo, algo que no se ocurre con los hombres”, explicitó.
